Wayne Lau, Executive Director
Wayne joined RVCDF in 2012 as executive director with over 35 years experience in commercial real estate and small business lending. In 1990, he was a founding executive of a local community commercial bank which had a strong niche and market focus on immigrant entrepreneurs and real estate investors. Under his leadership of the bank’s commercial real estate department, several construction and permanent commercial real estate loans and business loans were made to enterprises in the Rainier Valley.
Currently, Wayne is a director on the board of Seattle Goodwill Industries, having previously served as corporate board secretary and chair of its Board. He has served as treasurer and board member of the Seattle Chinatown International District Chinatown Preservation and Development Authority (SCIDPDA).
Wayne is a graduate of Occidental College (Los Angeles) with a degree in Economics and has a Master of Business Administration from the University of Chicago.
Charleete Black, Business Loan Officer
Charleete joined RVCDF in 2003 and is responsible for assisting clients as a business loan officer with the Fund. From 2003 to 2008 Charleete was responsible for community outreach at RVCDF.
Charleete has been in consumer and commercial lending for over 19 years. She was a branch manager for First Interstate Bank for five years. She managed a substantial portfolio for Westinghouse Credit Corporation for clients in Washington, Oregon, Northern California and Alaska. She was self-employed as owner/operator for Production Sales of Seattle, an independent distributor of car care products for a national company, Production Chemical Mfr. Company Inc.
She currently serves as secretary/treasurer for the MLK Business Association.
Charleete has a Bachelor of Arts degree from Golden Gate University in San Francisco, California.
Natalie Hester, Business Technical Assistance
Natalie is responsible for business technical assistance, outreach and business loan originations since she joining RVCDF in 2015. She has over 20 years of experience working in commercial, mortgage and consumer lending with several major banks and credit unions. Natalie has worked with HUD and other federal agencies in community and economic development in underserved communities for over 10 years.
In her previous role as the director of homeownership at HomeSight, she managed a staff of eight. Her experience in data collection and reporting for local and federal funders has been an asset to the organization. Natalie has spent many years volunteering throughout Rainier Valley.
Her connections in the local community with residents, businesses and local nonprofits has been a tremendous asset to RVCDF.
Nancy Ng, Business Manager
As Business Manager, Nancy is responsible for daily operations and financial accounting and reporting of RVCDF. She has over 30 years of financial management experience with public and private real estate partnerships, several Seattle real estate investment, brokerage, and management companies, as well as extensive systems implementation and consulting for over 50 real estate companies in the Pacific Northwest.
Prior to joining RVCDF in 2015, Nancy was a vice president and portfolio controller for over 13 years at the Seattle office of an international real estate investment advisor where she was responsible for establishing and maintaining accounting policies and procedures, overseeing client reporting and accounting teams, and facilitating the audit process. She began her career in public accounting with PricewaterhouseCoopers before working in a variety of financial management and consultant positions in the real estate industry.
Nancy earned a Bachelor of Business Administration degree from the University of Washington. She is a licensed CPA in the state of Washington and a member of the Washington Society of CPAs.
